Position Title Medical Officer
Department Clinical
Immediate Supervisor Hospital Director / Hospital Operations Manager
ROLE SUMMARY
This Medical Officer is responsible for delivering high quality and efficient medical care and ensuring that ultimately, quality patient care is provided to patients and clients. The Medical Officer will provide medical care and perform procedures for treating and preventing diseases, injuries, and other physical or mental impairments.
DUTIES & RESPONSIBILITIES
Service delivery
1. Ensure proper history taking, examination, diagnosis, requesting laboratory, imaging investigations and prescriptions to clients.
2. Implement Community health care activities in liaison with other health workers.
3. Sensitize patients and clients on preventive and promotive health.
4. Participate in Clinical audits or any other hospital audit as required.
5. Ensure reduction of patients Turn around time.
6. Carry out ward round ,reviews, and orders of consulting internal and external specialists.
7. Perform clinical procedures within the rules and regulations consistent with organisation procedures.
8. Perform quick evaluation for patients and advise on referral cases where possible.
9. Implement all the infection control procedures in the department.
10. Ensure compliance to patients’ treatment plan.
Leadership compliance and governance
1. Comply to national guidelines as well as organisation policies.
2. Participate in individual performance appraisal as per departmental objectives.
3. Offer support on induction and Orientation of new clinical officers’ staff.
4. Participate in monthly departmental meetings.
5. Participate in Implementation of Clinical department annual work plan.
6. Comply to the Code of Conduct regulations.
Health supplies and technology
1. Participate in reduction in hospital medication expiries by proper prescriptions.
2. Ensure utilisation of medical equipment.
3. Comply to an automated order system of consumables, medical and non-medical supplies for the department.
4. Ensure and maintain proper inventory tracking in the department.
5. Report and document all faulty equipment for serving and repair.
Health information
1. Ensure proper Collection and compiling patient clinical data.
2. Ensure and Maintain accuracy and completeness of patient information.
3. Implement automated departmental processes.
4. Ensure functionality of ICT equipment in the clinical department.
5. Ensure adherence to the automated order system of medical supplies for the department.
6. Share timely accurate monthly health information data/ statistics extracted directly from Hospital Information System to supervisory bodies and hospital management.
7. Oversee compliance to re-designed operational processes in the Hospital Management Information System (HMIS).
8. Uptake and utilise Electronic Medical Records data to make decisions on clinical management, compiling patient progress and medico-legal reports.
9. Ensure reduction in patient and treatment data with typos and undefined abbreviation.
10. Ensure reduction of paper-based work for prescriptions and lab and radiological request and referral forms.
11. Operationalize/ utilise ICT based new products and service lines for the patient.
12. Ensure reduction of diagnostic and prescription error resulting from media breaks.
13. Oversee departmental compliance Level of utilisation of Electronic Medical Records (EMR), Electronic prescribing system (EPS), Pharmacy Information System, Diagnostic imaging.
Health financing
1. Ensure all patient services undertaken are billed in accordance with appropriate protocols
2. Ensure utilisation of Equipment in the hospital by making radiological, laboratory and treatment requests which correlate to patient signs and symptoms
3. Implement a new service line in the consultation department.
4. Ensure Zero Claim rejection and unplayable bills.
5. Set individual financial targets along clinical revenue lines.
6. Ensure patients’ conversions from one service line to the other.
Health workforce
1. Participate in individual performance evaluation
2. Participate in internal and external Continuous Medical Examination (CME) program
3. Participate in individual objectives formulation to the Hospital Strategic plan.
4. Participate in the Professional Development training program for the employees in the department.
5. Participate in the Work Improvement Team, Infection Prevention Control and other departmental meetings.
DESIRED QUALIFICATIONS & EXPERIENCE
Education:
● Bachelor Degree in Medicine and surgery from a recognized institution.
● Valid Practising Licence from Kenya Medical Practitioners and Dentist Council (KMPDC).
● Certificate in computer applications and demonstrated skills in computing an added advantage.
Experience:
● At least one (1) year of working experience in a hospital setting.
